Change failure handling for RTC? #18

As discussed with Phil, spurred by the December failure ...
On the first duty cycle, being unable to set RTC should always trigger a shutdown and restart.
However, on subsequent wake up cycles, it will have already been set, so it may be OK if it can't be set with updated data from GPS, but beware sticky edge cases.
