SESANS for anistropic scattering (Trac #351)

Write a wrapper for anisotropic scattering samples to convert sasmodels to SESANS. This involves a 2 D cosine integration.

as an infrastructure thing for SESANS needed before GUI operations should this be critical? or blocker? for 4.0. Clearly should be on 4.0 list - will make critical for now.

As per Wim on 6/21/16:
#486 can be coded with the same code as #487. The use will be rather limited, so it is not that important right now

am thus moving this into the next (+1) milestone.

I don’t see this being used. However, if anisotropic scattering would be implemented for slitsmearing (as with USANS), then it would be good to take also a look if it would be possible to combine it with SESANS.
