Downgrade needs a lot of upstream fixes first, it's not a good starting point.

I've been looking into the Downgrade CI failure locally by artificially enforcing the strict lower-bound constraints listed in our Project.toml ([compat]). I went through this by pinning all [compat] lower bounds to their exact stated minimums and running Pkg.resolve(). The resolver fails because several bounds in Project.toml are mutually contradictory they reference package versions that themselves require newer versions of each other.

I'd like to fix this by bumping the lower bounds to accurate, consistent values. Here's what I found needs to change:

I plan to:

1. Bump these bounds in Project.toml step by step, verifying Pkg.resolve() passes after each change
2. Re-enable the Downgrade CI by removing if: false in Downgrade.yml
3. Run the downgrade test suite to confirm everything passes
4. Open a PR to SciML/NeuralPDE.jl

Any concerns before I open the PR?
