Get rid of PyISTP #208
Description
Since we introduced the concept of codecs into Speasy and really few dataset are really ISTP compliant, we could directly use PyCDF++ inside Speasy.
One other benefit is a performance gain from removing it's unnecessary abstraction that doesn't fit Speasy needs.
