not sure if this feature is useful, CPUs have a built in mechanism to throttle and eventually shut down if their maximum operating temperature is reached so they don't damage themselves, implementing the suggested feature with a lower temperature would only result in the device going into hibernation randomly (CPU temperature also spikes a lot since turbo using a lot of power). I would look into the BR PROCHOT feature in throttlestop if you want to lower your CPU temperature.
