Address: State is always required

Description

When I select a country which isn't required "state" ---> I can't save the address because it is showing "state" is required

🔬 Minimal Reproduction

Exception/Error message

1. Go to https://magento.pwa-commerce.com/
2. Checkout as Guest
3. Select UK
4. Fill out your information without state
5. Save address (Continue to the shipping method).

Expected behaviour

Need to be saved the address.

Possible solution

OP1: Follow Magento normal website
OP2: Integrate with an extension that can manage the address

there's not such a big issue with Desktop as it can be added manually , mobile requires a drop down list.
That actually overwrites magento settings for State
