Classify documentation and support manifest entries

Follow-up to #439 and reports/workspace-manifest-reconciliation.disposition-v0.json.

architecture-docs
api-specs

Context:

These entries currently return repository_404 through connector lookup, while adjacent documentation surfaces show evidence of consolidation and archival activity.

Acceptance criteria:

• Determine whether each entry is active, renamed, archived, private, planned, or stale.
• Link any archival disposition to the current canonical documentation location.
• Do not remove manifest entries without explicit classification and rationale.
• Regenerate resolved-lock coverage after disposition.
