Tool storage for the mill is a mess

The red cabinet next to the mill is too small, overfull, and disorganized. It would be great to obtain a larger cabinet at some point. A few things to improve in the meantime:

• frequently-used items (parallels, edge finder, indicators) are buried or not in well-defined places
• the cutting tools are scattered in bins atop the cabinet, and there are chips all over, which are hard to clean up amid the clutter. Would be great to have a dedicated drawer for end mills and the like
• one always needs to run around the corner for a set of calipers, and everyone fights for Carter's Mitutoyos. We should have a measurement tool drawer for mics, calipers, indicators, etc.

The milling tools are still disorganized but it's a relatively minor issue now. The machine shop is in much better shape overall. I'm fine with closing this issue.
