Update autocomplete installation instructions

The installation instructions for enabling autocompletion should be updated:
> `echo 'eval "$(register-python-argcomplete mwutil)"' >> ~/.bashrc` will clutter the main config. Usually global ones go to /usr/share/bash-completion/completions/%{name}.bash and local ones go somewhere in the user's home
