Fix IOBUF convertor to read from SQLite Database

I suspect the Java versions where actually NEVER used or tested.

They use the same "run" directory for writing the jspin.log and the iobuf_for_chip... files

No use case of riobuf found in python

The code references "provenanceDir" "validateProvenanceDirectory" "getProvenanceFile" rather than "iobuf"
