Vogels 2011 Does it need a none standard cfg

Any reason not to use the default settings here?

I think this was one of Alan's demos for how bitfields can help... happy to make it default settings though if those appear to work now.

I think the point also was to make it give the same answer every time - you'd need to check by running it a number of times to see if it does that with default settings. (It may be that the split synapse-neuron work means this is no longer an issue).
