Re-run the multi-area model once fixed #43

In conversation with Markus Diesmann, he found that the multi-area model was actually producing unrealistically synchronous spiking activity, which could easily be why it fails to work on SpiNNaker. He has said that they are in the process of producing a new version which will do other things so this is a reminder to try that out!
