VAN contact loader not importing contacts

Explanation:
In some applications, Dispatch is loading script elements and reading in the list of shared lists in VAN, but is not loading the contacts when clicking to import.

Expected Result:
Load contact list displaying a number of contacts loaded (blanks and duplicates not loaded).

Actual Result:

• There is no action when clicking to import contacts.
• After 30seconds to minute or so the "% Contacts Loaded" or import status is frozen at 0%.
