[Request][Bug] Add proxy support to Decky Loader.

Feature Request Description

Decky Loader doesn't work quite correctly with a proxy (the one specified in Steam settings). For example, the Store opens through a proxy, but plugins downloads directly. It also seems that environment variables aren't passed to the plugin environment.

Can confirm. It makes impossible to update plugins using Decky Loader.
