New feature: function to calculate storm surge #27
Description
New feature idea/proposal: use SWMP data to estimate storm surge from recent events. The storm stories workflow pulls the storm surge estimate from NOAA NHC hurricane reports, which are not always available immediately after an event. A new function could calculate surge independent of NOAA's reports.
