Create GH Action in order to validate RDF data

Use the script test_competency_queries.py to validate the RDF files when new files are pushed to the data/rdf directory.

Update: Pause on this since it's not clear if more or updated RDF files will be added here due to file size limitations and therefore RDF files are tested locally after being generated and loaded into FRINK lakeFS.
