Get the function to retrieve from a local json file store in the app

Creating a database for all teams + team numbers

@nVarap Note: may not need to do all of this in this app. A webapp will be created which can read qr codes and agregate data, which would be able to run on computer. This would allow easy transfer of data from multiple scouters in a competition to one host. Currently, dash is working on the webapp.
