ieee8021x should not be required when configuring loop-detection on switch

Configuring loop-detection in switch block fails when ieee8021x configuration is absent.
This occurs in proto.c , line 1436, as the 'missing' ieee8021x block causes the switch configuration to fail.
MAC switching layer loop-prevention should not be tied to security/authentication.
