basic schema node support for `decimal64`'s `fraction-digits`

As suggested by @EstherLerouzic , there's currently no way to programmatically look up the number of decimal points which are accepted for a given leaf type. This information is available form the YANG model, so it will be nice to be able to use it programmatically.
