Python 3.13 Support Request

Hello!

The oopt_gnpy_libyang package currently fails to build on Python 3.13, preventing GNPy from supporting the latest Python version.

Environment
Python version: 3.13
oopt_gnpy_libyang version: 0.0.14
Operating System: Fedora 41 (via GitHub Actions)
Build system: CMake + Ninja
Error
When attempting to install oopt_gnpy_libyang on Python 3.13, the build fails with:

CMake Error: The following required packages were not found:
 - libyang-cpp>=1.0.0
 - libyang

Is Python 3.13 support planned?
