Bump Mapbox GL JS to 3.x.x

Users are creating maps in Mapbox Studio with Mapbox GL JS version 3.x.x by default, and this is causing some maps to not load in Terrastories. We are currently using "mapbox-gl": "^2.12.0". Let's upgrade.
