[REFACTOR] Refactor Whitelist Bot to be use the game-based discord integration instead

In theory, this should also rework how we do discord linking to fix #1842 as well.

Currently, the discord whitelist bot is a (frankly shitcoded) separate project, which it doesn't need to be.
