CI: CUDA, conda, windows

• add CUDA builds (CI: add self-hosted CUDA runners #196)
• add windows CPU build & test (CI: test windows & more versions #203)
• add windows GPU build
• add conda release token
  • or just do pip install #198 followed by conda-forge
• deprecate jenkins
