Modify storage balance intra period constraint with deltas

### Description

- modify `add_expression_terms_over_clustered_year_constraints!` to use storage level from intra period instead of the flows (The energy constraints also use this information, so check how to do it, maybe two functions?)
- modify the storage balance inter-period constraint using the new expressions
- add a test for the new version of the constraint
