Template low pass filter

Probably best to change the .hpp to an h file.

Will also provide some more nit-picky comments, really just for learning. 

To template it, functions must be defined in header file. 

### What done looks like
Templated low pass filter class, fully contained in only header files.
Updated tests and readme.
Additionally, rework any code that is currently using the low pass filter
