Develop guidelines (work plan or set of objectives)

It may be beneficial to require a work plan, including objectives and sub-objectives, to encourage active participation.

At OSGeo, all contributions are voluntary, but the chair and board take responsibility for establishing such guidelines.

We might consider introducing this progressively, in alignment with the community’s culture and expectations.
