Understand difference when grabbing nhdplus spatial data with nhdplusTools::get_nhdplushr() using out_gpkg = NULL vs. out_gpkg = water_gpkg.gpkg.
We found data pull would halt if gpkg is NULL.
This is an exploratory issue, that is not priority at time of submission. ref #27
