Use smooth motion animation for timesteps

Right now our dot and “reveal” (sparklines) animations are stepped, and could be a lot smoother if we used css transitions (e.g., how the water-use states scale between years/categories). For many storms that are long enough, this wouldn’t be visible, but shorter ones (Maria) would benefit.
