d3 branch won't work on CHS #37
Description
Currently relying on the cache folder to get geojson files in D3 code. Only items inside of target are available on CHS, so until we work something out in vizlab to easily copy data files into target, this branch is blocked from deploying to CHS. See comments here: #35 (comment).
