Content storage needs a rework

Marseyloader needs to use an old system of storing content as individual files instead of binary blobs in a database file, this will lead to easier modification and no need for a separate dumper.

Requirements:

• Has to be on a toggle, the new system of storing things in a content database file should be preserved
• Contentpacks should be able to be individually removed instead of the "all at once" we have right now
• Contentpacks should be a zip file
