Toggling available formats will eventually bork

Interesting UI bug reported by Alan Allwardt of USGS.

Steps to reproduce (must be in this order):

• go to Discover
  http://portal.westcoastoceans.org/discover/
• select source USGS
  http://portal.westcoastoceans.org/discover/#?s=US%20Geological%20Survey
• select source OGC WMS
  http://portal.westcoastoceans.org/discover/#?s=US%20Geological%20Survey&f=OGC%20WMS
• select source ESRI REST
  http://portal.westcoastoceans.org/discover/#?s=US%20Geological%20Survey&f=OGC%20WMS~ESRI%20REST

The UI has gone from 278 results to 30 to zero, but should have actually stayed at 30 results.

It actually looks like the JSON has 0 for every facet at this point, and nothing is available for any other facet browsing. Only way to recover is to back out of the selections using the back button. Removing facets won't fix the problem...
