first word being lowercased in private chat talk mode #1

This is because the first word ("command") is converted to lowercase by default in order for the command matching to work, and is only reproducible in "talk mode" - normal commands followed by arguments, and commands in groups are unaffected.

It is most apparent with echo, recho and uecho (which is functionally unaffected), and actually causes problems with expand:
