Describe the problem

When user first visits Weblate server as unauthenticated user, he is presented selection of projects for translation (for example https://translate.codeberg.org/).

But this could definitely provide more information on the server, for example:

• https://l10n.gnome.org/
• https://fedoraproject.org/wiki/L10N

Solution brainstorm

I would like to work on this issue. I can explore how the anonymous landing page is currently generated and propose a configurable solution to allow server administrators to customize the content shown to unauthenticated users. I’m happy to discuss the approach before starting implementation.

Before starting implementation, we need a clear approach for this. We might need something generic to support customization of more views in the future (like #18249).
