About the cloning of Patterns

I'm looking in this bug. Although I can guess, I would appreciate more informed insight into the need for cloning patterns (or using PatternRef). It seems to be mainly used for user defined format functions. I’m assuming the format function can mutate the Pattern, which is underisable.
