Adding Ayan and Philippe as co-admin and maintainers

I would like to get some admin permissions on this repo, together with Ayan @AyanSinhaMahapatra so we can handle the updates more efficiently, including adding trusted publishing, removing outdated appveyor, probably dropping appveyor and generally keeping up to date with new Python versions
