Add fetch manifests for image and corpus families that cannot ship in-repo:
- BLOCKED_RIGHTS: raw sign images (ICIT/Wells/Fuls reference plates) — rights not yet cleared
- FETCH_EXTERNAL: ICIT reference JSON with image provenance chains, Phase 5 large language corpora
Context: See DATA_POLICY.md §Classification for current handling. These families stay outside the repo until a rights review completes and manifests are authored.
Acceptance criteria:
- Fetch manifest documents provenance and rights decision for each family
- No rights-gated asset enters the repo
