Wasnt able to find your email address so I'm writing here - I've started working on a build tool dedicated for Vala, written in ... Vala ;) https://github.com/activey/bob-builder <- it's plugins based so one can create it's own. I think that your vala-init code would be a great addition :)

Right now there are only three basic plugins one for gathering vala code source files from given folder structure, one for code formatting and last one for compiling vala code and producing binary output. Pretty pleease - please consider it ;)
