This has been partially fixed: xtoks2vert.xsl now has a parameter "token-namespace" = "(tei | xtoks)"

When set to "tei" <xtoks: w> and <xtoks:pc> will be output in the TEI namespace, adding @join='right' where needed, and omitting <seg type="ws">.

This parameter/behavior has yet to be ported to the tokenize step.
