ACMO_meta.dat file - no observed data for seasonal simulations

We should leave the observations fields blank for seasaonal strategy simulations. These are not relevant.

Applies to HWAH, CWAH, HDATE.

Should we just remove the Observed block by default when applying seasonal (or rotational) strategies?

yes, I think that would be the best course. This would not be true of rotations, which may have observations for multiple years.
