New repo proposed for a new service related to the core directory

A team at Outshift by Cisco propose creation of another repo under the AGTNCY banner, related to the Agent Directory.

This repo would be dependent upon the core Agent Directory and would provide the following:

• a GUI presentation layer,
• Authentication & Authorization using IAM provider of choice,
• multi-tenancy or multi-organization management,
• grouping of multiple record versions together,
• public/private record management,
• extension of the core Agent Directory dirctl command line tool to provide access to relevant parts of the above incremental services,
• potentially other overlay services for Agent Directory as desired by the community.

The current proposal is for the new repo to be called dir-manager to indicate its direct dependency and relationship to the directory code here in the dir repo.
