feat: Implement the infrastructure of new subcommand to support managing a local node with the tool

The subcommand group will be slim
Operations to be implemented:

• start
• status
• stop
• info (superseeded / alias by /for status)

Implementing the actual feature employing the go-bindings is not covered by this issue (will be done as a separate issue / task)
