support for locating workspace root

I would be nice if there was a function which will locate the workspace root, based on the given path.

Suggested solution

We should create a new function which will return the workspace root based on the provided path.

We would need to figure out if which monorepo tools we would support, should it be all of them? Or only pnpm, npm or yarn?
