Add a namespace independent means of breaking up documentation into sections.

For large-ish projects where a single namespace contains all commands, the single page document ToC becomes unwieldy.

A mechanism to partition commands into sections by some means other than namespaces would be useful.

Difficult to do I think. After packages are loaded, I can't think of a way to associate a proc or namespace with a source file. Ruff does not process source files at all. It documents namespaces and procs that are already loaded into the interpreter.
