The location in the code where we send the ReportHeader to Apollo Usage Reporting. It has context to know if this is using usage reporting, and is or is not a subgraph so there is probably a small tweak we can do here to override reportHeaderDefaults so that the agent_name gets changed from @apollo/server to @apollo/gateway if you are using gateway for our internal tracking
