Move Monitoring stack #103
Description
at the moment we have stack/monitor, stack/grafana, stack/prometheus, move all 3 into stack/monitoring so we can just isolate monitoring (delete the dir and the override) when we don't need monitoring (because we use third party services for startup clients and dev envs)
