Documentation on v8 User Preferences feature

The new User Preferences model in version 8 is the start to allowing a more user (and hopefully soon group) specific level of customisation, rather than global settings and configuration that sets values for all users.

Examples that User Preferences could control:

• Active/default basemap
• Order of map overlays in the search pane
• Default search query
• Active language
• Workflows
• Report templates/themes
• etc

One idea is to replace the System Settings resource/graph to allow for users to better customise their experience. Some settings will stlil need to remain as global e.g. mapbox API key.

At the moment is is not tied into core other than the model and API, but instances of UPs can be created and called upon from Arches Applications.

We can document the idea behind the feature, the model and the API.

@SDScandrettKint do you need me to help out with this? It sounds like (from your description) version 8 has some new ways to allow customization that would facilitate one to develop settings based on user-preferences. In that case, it seems like something to add to the "Developing" section of the documentation, maybe in "Extending Arches" or "Advanced"?

I would be good to have some simple demonstration code to illustrate how one would go about adding user-preferences.
