[After PyTorch 15.0 release] Use transforms.v2 for translate in data augmentation to exclude 0 from range

Rationale:
transforms v1 doesn't allow for exclusion of 0 from range, so there's a chance an image won't be translated even if the augmentation picked for that image is translate
