Add back working `x/crisis` or alternative

As per the title, since x/crisis is removed due to it being broken and not working as intended (see GHSA-qfc5-6r3j-jj22 and GHSA-w5w5-2882-47pc) we might want to consider fixing it and re-adding it later (e.g. by following this suggestion), but also alternatively evaluate the creation of a new or revised module that takes over the x/crisis functionalities and responsibilities.
