SFMS Insights: Gather FBAN feedback

The task
Gather feedback from FBANs covering how they currently use SFMS outputs, what workarounds they rely on, and how well the current tooling supports their decision-making and storytelling needs. This stakeholder group has not yet been interviewed, unlike Forecasters and Geospatial staff.

Acceptance Criteria

• A discussion guide is finalized and reviewed
• At least 3-5 FBAN interviews are completed
• Findings are synthesized into themes consistent with the existing interview matrix structure (Job-Oriented, Behaviour/Usage, System Understanding, Friction & Workarounds, Modernization Alignment, Documentation & Continuity)

SME/User Contact
Persona: FBAN - uses SFMS outputs for fire behaviour analysis and decision storytelling during active incidents.

Additional context
This is the last of the three core stakeholder groups (alongside Forecasters and Geospatial) still missing from the research repository. Findings here may surface additional design opportunities beyond what's currently documented.
