Look into options for MoreCast resiliency: weather models/OS nodes/AOB?

Acceptance Criteria

• Setup Alerts, if possible
• Update postmortem docs w/ server/db error logs
• Connect w/ OS Ops for context/outages over the long weekend
• Investigate Sentry error logging
• Investigate Teams ChatOps Prod error logging

There are no chatops messages in our prod channel from August 1st, I suspect because nothing could really progress to generate errors
